Permits in the Norman University District - Anti-Stuffing & Rentals

The University District in Norman covers the area surrounding the University of Oklahoma main campus, generally bounded by Constitution Street (north), Imhoff Road (south), Chautauqua Avenue (east), and Berry Road (west). Permits inside this overlay are subject to additional rules around occupancy (anti-stuffing), rental licensing, and parking.

The defining rule is Code Sec. 22-407: maximum 3 unrelated adults per dwelling unit. This applies in R-1 / R-1A / R-2 single-family and two-family contexts AND in RM-2 / RM-4 / RM-6 multi-family contexts as a per-unit rule (a 12-unit RM-4 building can house 3 unrelated adults per unit, not 12 unrelated adults total). Civil penalty for violation is $250 per day, and repeat violations can suspend the landlord's rental license.

Conversion of single-family homes into illegal multi-tenant configurations (second kitchens, separate exterior entries, SRO-style room rental) is the most common Code Compliance investigation in this overlay. A legitimate rental is either a family of any size (related by blood/marriage/adoption/etc.) OR up to 3 unrelated adults under a single lease.
